I took the precaution of disconnecting the resistor and testing it on another working board of the same model. Confirming that the correct resistance value was 39KΩ, I replaced the faulty resistor with a new one.

Repair Outcome:

After replacing the faulty resistor, I powered the TV back on. To my relief, the standby light illuminated, indicating the TV was receiving power. I then used the remote to turn on the TV, and everything functioned as expected. The TV was now fully operational.

Conclusion:

The fault in this case was traced to a bad 39KΩ resistor in the reset circuit. Once the resistor was replaced, the TV powered up and worked normally again. This repair highlights the importance of checking all components in the power-up sequence when troubleshooting a TV that shows no signs of power, even when the power supply seems fine.
